In order to effectively kill germs, the disinfectant solution must come in contact with them for a minimum 25-30 seconds and longer for some of the heavy hitter bugs. When someone uses spray and paper towels they spritz on 4 or 5 squirts of solution and then immediately wipe it off with a dry paper towel ultimately removing all of the germ killing power.
A wipe is more like an applicator that is saturated with germ fighting action and leaves a thin layer of liquid on the surface to dry naturally and kill the germs and bacteria as it does so – wipes win.
